By the nature of the funding of the DE-NIC, use of DE-NIC infrastructure is limited to end users by using the DE-NIC as registry of last resort and to those service providers which are members in the IV-DENIC.
Each request falls into one of two classes:
All requests of class 1 are covered by the 20% share in the cost distribution equally shared by all members.
All requests of class 2 can be accounted to the service provider responsible.
As more service providers entered the market and resellers of Internet services turned up, there were more and more requests from organisations requiring services, but neither in class 1 nor class 2. Most of them were new to the Internet business and did not understand the issues and regulations of the DE-NIC approach nor wanted to be full members of the IV-DENIC, but simply customers of certain services.
