Wouldn't the use of encryption solve alot of the security
problems? If data was encrypted then it wouldn't be very
valuable without the decrytion keys... So people would be
less driven to break into systems.
Of course once a system has been compromised, it can be
used as a jumping board to reach other systems that could
be broken into. So encryption may not solve all security
problems. But it sure would help.
That systems can be broken into is really a technology
problem, not a social problem.
Also encryption methods like PGP are best and need to
continue to be available to the public.
