
 DR PAUL TWOMEY Chief Executive Officer National Office for the Information Economy Dr Paul Twomey is Chief Executive Officer of the National Office for the InformationEconomy, reporting directly to the Minister for Communications, the Information Economyand the Arts. Dr Twomey brings experience from both the public and private sectors to hisposition as CEO of NOIE. His expertise lies primarily in strategic and new businessdevelopment. Prior to his appointment as CEO of NOIE, Dr Twomey was Executive General Manager,Europe of Austrade - the Australian Trade Commission. In his position he was the leader ofAustrades Global Information Technology and Telecommunications Network, assistingAustralias IT&T firms to market their products and services to key European,American and Asian markets. He was also involved with Australias representation atCeBIT, the worlds largest IT&T trade fair. From 1994 to 1997 Dr Twomey was the Executive General Manager of Strategic Developmentfor Austrade. In this role he was responsible for the development of corporate strategy,business process and operational management within Austrade. He was successful inrevolutionising Austrades service offering and methods of operating. Prior to this, Dr Twomey was a consultant with global management consultancy McKinsey& Company. In this role he advised major corporations primarily from thetelecommunications and financial service sectors in Australia, the United States, Japanand Hong Kong. Dr Twomeys previous positions include Adviser to the Department of ForeignAffairs and the Australian Council for Overseas Aid; Research Officer for Asian BureauAustralia; Tutor in International Relations at the Department of Government within theUniversity of Queensland; and Judges Associate in the Supreme Court of Queensland. Dr Twomey is widely published in academic and popular journals and has written severalbooks on foreign and defence policy, development issues and industry policy. Dr Twomeygraduated from the University of Queensland in 1982 with a Bachelor of Arts with firstclass honours in History. He went on to graduate from Pennsylvania State University with aMaster of Arts (Political Science and International Relations) in 1983. In 1989, Dr Twomeywas awarded a PhD in International Relations from the University of Cambridge. |
