1999 Board Election
Election Results
The 1999 trustee election period ran from 26 February to 2 May at 5pm US EDT. For the third time electronic voting via the ISOC web page was used in addition to fax and postal mail. A total of 7174 ballots were sent to ISOC members via postal mail, compared to 5759 ballots sent last year. Thirty-five ballots were returned as undeliverable. 684 ballots were cast by postal mail, 14 via fax and 1112 ballots were submitted via the web page, a total return of 1818 or 26%. Last year 1443 ballots were returned for a total return of 25%.
A preprinted label with a sequential ballot number and a random verification code was affixed to each ballot before it was sent to an ISOC member. To ensure privacy no record was kept of which ballot was sent to which ISOC member. Members were told that the original ballot could be returned via postal mail, the ballot could be faxed to ISOC headquarters or the ISOC member could use a web interface to record their ballot. The web interface was set up to request the ballot number and the verification code. If the verification code for the ballot number did not match the verification number that was affixed to the original ballot an error message was given to the user. If the numbers matched, a voting database was checked to see if votes had already been recorded for this ballot number. If so an error message was given. If the numbers matched and no vote had been previously recorded for the ballot number the ballot votes were recorded.
The Elections Committee met on 3 May 1998 at 11:00 AM EDT to verify and count the ballots. The Committee consisted Christian Huitema (Elections chair), Don Heath and Mary Burger. The committee was assisted by ISOC staff members Jean Enzler, Frank Brunotts, Michele Estadt, Beth Strait, Terry Weigler, Priya Hurgobin, Jennifer Schulman and Jeanette Frazier.
The ballot numbers on all ballots were checked to be sure that the same ballot number was not used in more than one form (fax, web or postal). In five (5) cases the same ballot number was found to have been voted both electronically and via postal mail. Both the electronic and paper ballots with this number were discarded and their votes not used in the totals. Twelve (12) ballots were found to have votes in excess of the maximum of 5 permitted and were discarded. All paper ballots were counted twice and any discrepancies rectified by recounting.
