MOTIVATION

My last year's statement was as follows:

ISOC, having successfully fostered Internet as an innovative technological social and economic model of integration, is expected to provide the leadership and guidance which will shift it into a universal infrastructure, an essential utility and service englobing all current informational media and tools, available to everybody independently of their technological advancement and economic capacities.

Since the Internet does not operate in a vacuum, ISOC should propose universal standards for a novel self-regulation model, alternative to traditional legislative approaches, which, emancipated from any individual government will operate at an acclaimed international level; they must forge efficient decision making and problem resolution procedures for an autonomous and independent Internet governance recognised from states, organisations and economic entities; impose the convergence of national legal regulations towards these guidelines; maintain the capacity to constantly consistently and universally adapt the Internet infrastructure.
My combined qualification, my long involvement with IT related legal issues and my experience with an international administration can usefully contribute new insights and approaches to the ISOC mission.

I certainly remain committed to the role of Internet as a universal infrastructure as much as I consider that ISOC should become more proactive in the area of self-regulation. Yet again last year we did not observe any steps towards a universal approach to self regulation; no national or international body demonstrated the capacity to assume such a role. This for me is a clear indication that only an impartial instance like ISOC can:
- propose a sustainable and adaptive model code of conduct for self regulation
- set up a arbitration and dispute resolution mechanism where differences can be referred from all types of entities.

If proposed for election I will declare my willingness to make my experience in an international jurisdiction and the legal problems of IT available to the implementation of these policies.
