Board of Trustees2000 Board ElectionElection ResultsFellow members of the Internet Society, Each year we request the individual membership of our Society to elect 5 members of the Board of Trustees, to serve the Society for a three year term as a Trustee. This year you were also asked to elect a sixth candidate to fill a casual vacancy following the early retirement of Tim O'Reilly from the Board. The election period for 2000 has concluded and Scott Bradner, the chair of the Elections Committee has submitted his report to the Trustees. I have pleasure in announcing that the elected candidates are:
Brian, Rosa, Barbara, Christine and Wawa have been elected for a three year term of office. George has been elected and will fill a casual vacancy following the early retirement of a sitting board member, and will serve a one year term of office. Formal ratification of this result is dependant on the outcome of the challenge period, details of which are noted in an attachment to this message. I'm sure you will all join me in extending congratulations to each of the elected Trustees, in the expectation that they will devote their energy, talent and enthusiasm to ISOC during their term of office to continue to make our Society a strong and positive element of the Internet across the world. I would like to take this opportunity to thank all those ISOC members who participated in the elections as candidates. I'd like to extend an expression of gratitude to the chair of the Nominations Committee, Marty Burack, and his committee for their efforts, and thank Scott Bradner, who chaired this year's Elections Committee. there is now a challenge period, whereby an ISOC member may lodge a challenge
with the President of the Society. The challenge must be received by the
President by the 20th June 2000.
Report of the 2000
ISOC Elections Committee
The 2000 trustee election period ran from 1 April 2000 to 1 June 2000 at 5pm EDT. A total of 7868 ballots were sent to ISOC members via postal mail, up from 7174 in 1999. Of these 551 ballots were cast by postal mail, 32 via fax and 747 ballots were cast via the web page. This is a total return of 1330 or 16.9%, down from 26% in 1999. Fifty-two ballots were returned by the post office as undeliverable. A label with a sequential ballot number and a random verification code was affixed to each ballot before it was sent to an ISOC member. In order to have the information necessary to be able to replace lost ballots a file was created listing which ballot number was sent to which ISOC member. Only one copy of this file was created. To ensure the privacy of the voting process the file was deleted on June 2nd. Members were told that the original ballot could be returned via postal mail, the ballot could be faxed to ISOC headquarters or the ISOC member could use a web interface to record their ballot. The web interface was set up to present an electronic ballot the member could fill in along with boxes where the ballot number and verification code could be entered. The electronic ballot had a checkbox that the member could click on to indicate a vote for each candidate. The web page automatically checked to see that the member did not attempt to vote for more than 6 candidates. An error message was given if this was the case. After a "submit ballot" button was pushed the verification code and ballot number were checked to be sure that the verification code matched the verification code that was affixed to the original ballot. An error message was given to the user if there was not a match. If the numbers matched, a voting database was checked to see if votes had already been recorded for this ballot number. If so an error message was given. If the numbers matched and no vote had been recorded for the ballot number the votes were recorded in the voting database. The Elections Committee met on June 2 2000 to verify and count the ballots. The Committee consisted of ISOC members Scott Bradner and Mary Burger. The committee was assisted by ISOC staff members Jean Enzler, Michele Estadt, Terry Weigler, Jen Schulman, Torryn Brazell, and Michael Greenway. The ballot numbers on all ballots were checked to be sure that the same ballot number was not used in more than one form (fax, web or postal). Two ballots were found to have votes in excess of the maximum of 6 permitted and were discarded. In addition 2 ballots were blank. All paper ballots were counted twice and any discrepancies rectified by recounting. Election results (in
