Biography: Dr. Bilel Jamoussi is responsible for Nortel Networks Strategic
Protocols & Standards organization, within the Office of the CTO.
In this capacity, Bilel provides strategic direction and coordination
for Nortel's involvement in the IETF plus more than 30 additional accredited
standards development organizations, and forums and consortia. Bilel has
been with Nortel Networks for 8 years, during which time he has had a
significant role in the development of traffic management, routing, and
signaling protocols on Nortel products (e.g. Passport Multi-Service Switch).
Bilel has actively
contributed to the work of numerous IETF WGs (e.g. MPLS, PPVPN, PWE3,
CCAMP), both as author and editor of Internet Drafts, RFCs, and technical
papers. Bilel received his BS, MS, and Ph.D. degrees in Computer Engineering
from the Pennsylvania State University. Bilel's Ph.D. Dissertation was
on TCP/IP Traffic Analysis and its application to ATM Network Design.
His MS Thesis was on the design and implementation of an IP remote Ethernet
bridge.

Bilel has been instrumental in Nortel Networks' continued support of the
ISOC as a Platinum member. Bilel has had budget management responsibility
at Nortel Networks for several years. While at Penn State, Bilel was president
of the International Student Council for several years. This position
required fund raising for the organization and regular meetings with the
University leadership (VPs and President).

Bilel is a world recognized expert on MPLS and related protocols and applications.
He is a member of several steering/scientific committees, and he continues

Bilel is Editor,
or Co-author, of many Internet Drafts and RFCs, e.g, RFC 2340, 3212, 3213,
3214. Bilel has attended IETF regularly since IETF-40 in December 1997.
Since then, Bilel has only missed one IETF meeting (coincident with the
birth of his son).

Prior to joining Nortel Networks, Bilel held several teaching positions
at Pennsylvania State University. He was an instructor of a graduate level
computer engineering course, a teaching assistant for several computer
engineering/science and electrical engineering graduate/undergraduate
courses, and also served as a research assistant.
Since joining Nortel
Networks, Bilel has continued to educate colleagues and peers through
organization of tutorials and workshops on emerging protocols (e.g., MPLS)
and technology topics (e.g., Traffic Management and QoS) both internal
to Nortel and in prestigious industry conferences and events. Some examples
