Farouk Kamoun, Organisational Member
1. Professional background
I received a French
engineering degree in 1970, a Master's and a PhD degree from the UCLA
Computer Science Department. My PhD work , undertaken under the supervision
of Dr Leonard Kleinrock, a pioneer in the area of networking, was related
to the design consideration of large computer networks. We were among
the first to introduce and evaluate cluster based hierarchical routing.
Results obtained then, are still very relevant and have recently inspired
considerable work in the area of Ad Hoc Networking.
Upon my return to Tunisia, In 1976, I was given the task to create and
chair the first Computer Science Department of the country. During my
term as chairman, 1976-1982, and as a professor since then, I taught the
first course, ever, in Tunisia, on computer networks. I also launched
the first research group on networking. My research work on network flow
control based on buffer management is precursor of the now famous selective
reject algorithms used in the Internet . My former students are, now,
leaders in this field, in Tunisia, whether in academia or in the professional
sector.
I also promoted the field of networking, in Tunisia, through the organization
of several national conferences and workshops dealing with networks.
From 1982 till 1993,
I chaired the CNI, Centre National de l'Informatique, a Government Office
in charge of IT policies and strategic development.
As chairman of the board and CEO of CNI , I chaired several IT strategic
and planning committees and supervised the development of major government
software. I also launched several advanced pilot projects in the field
of networking and software engineering.
One such pilot project
dealt with the installation and operation, in the mid 80's, of the first
packet switching network. This Pilot network enabled Tunisia to acquire
know-how in the field and paved the way for the acquisition of a full
fledged commercial Packet Switching Network. We also established the first
connections to Bitnet, UUCP and later the Internet.
As chairman of CNI,
I represented Tunisia at the general assembly and executive board meetings
of the Intergovernmental Bureau for Informatics (IBI) in Rome, in the
80's , as well as those of the UNESCO IT Intergovernmental Committee.
Issues related to the developing countries where at the heart of our concerns
From 1993 till 1999,
I served as Dean of ENSI, Ecole Nationale des Sciences de l'Informatique
, a School of Engineering dedicated to the training of computer engineers
.
As Dean and Professor
, I introduced new courses on networking and sat up an Intranet and a
connection to the Internet. ENSI was the first University School in Tunisia
to be connected to the Internet.. I also launched a strong graduate program
leading to the PhD degree, with a major field in networking. ENSI is now
recognized as the best school for training network and Internet engineers
in Tunisia. It enjoys an excellent reputation outside of Tunisia. Many
of our former students have accomplished outstanding work during their
PhD studies abroad.
I am currently Professor
of Computer Sc. at ENSI and Director of a research laboratory, that I
founded in 1999, "CRISTAL". Our Research work is focussed on
the field of multimedia networking and Image processing. As regards networking,
we deal with the QoS and multimedia communications for the Internet, Security,
Mobility, Wi-Fi and Ad Hoc networks as well as e-commerce..
I am author and co-author
of over 100 scientific publications, technical and strategic reports (
a list of scientific publications is provided).
I am member of the
International Council for Computer Communications (ICCC), the IFIP Technical
Committee 6 and The Internet Society and the editorial board of 2 scientific
journals.
As governor of ICCC (since 1984), I chaired the developing countries working
group.
I co-chaired the
program committees and organized in Tunisia, 3 joint ICCC Computer Communication
Conference for Development Countries CCDC and IFIP TC6 Africom conference
in 1986, 1991 and 1998. In parallel with the CCDC-Africom conferences,
I organized the regular ICCC annual Board of Governors and Executive Board
meetings as well as the IFIP-TC6 meetings.
I also organized several workshops and conferences on Internet and recently
on Ad-Hoc networks (june 2003).
Besides my University
work, I have been IT advisor to the Minister of Higher Education, Scientific
Research and Technology, for the last ten years. In that position, I chaired
numerous committees and advised the Ministry on several issues such as:
the development of the Internet within the university system, Information
Technology and the "School of Tomorrow"( a ten year strategic
plan till the year 2010), the development of training in IT, the development
of a national strategy plan for R&D in ICT and I had also been involved
with the planning of the Tunisian Virtual University..
2. Country of
residency
I am Tunisian and
live and work in Tunisia. Tunisia is a small country of 10 million people
located in North Africa. It is at the heart of the Mediterranean region
and at the crossroad between the north and the south, the East and the
West. Tunisia is a member of the Maghreb Union, the Arab league, The African
Union and is very active in fostering the development of strong relationships
between the north and the south.
3. Involvement
with the Internet to date
My first involvement,
with networking, was during my PhD work at UCLA during the 70's where
I got quite involved with the Arpanet. Then upon my return to Tunisia,
and as mentioned above, I have been the main driving force in the introduction
of packet switching networks and in particular the Internet in Tunisia.
I established the first international connections , launched the first
network pilot project, and trained the first engineers in the field. My
school, ENSI, was the first university institution to be connected to
the Internet.
I chaired a team that
devised the first deployment plan connecting 30000 students, faculty and
staff to the Internet within the university system in Tunisia, the plan
has been adopted by the ministry and put to execution.
I also chaired a team that devised and convinced the ministry in charge
of education (elementary and high school) to deploy the Internet throughout
the high school system and to introduce a mandatory course on the Internet
and multimedia at the K12 level, the plan has been approved and executed.
I also chaired a technical committee on "IT and the school of tomorrow"
whose objectives were to study the impact of IT and the Internet on education,
we devised a 10 year plan , 2000-2010, that has been approved by the government
of Tunisia and is being executed.
Lately I got involved
in Distance Education through some expertise I provided to the Tunisian
Virtual University and through some research activities related networking
infrastructures and protocols for distance education.
Finally as a professor in the field , I have been training a great number
of students on the Internet technology.
4. Involvement
with the Internet Society to date
I have been member
of ISOC for the last 10 years. I participated to an ISOC meeting in France
and have been pushing for the creation of a chapter in Tunisia.
5. Strengths, unique
features and expected contributions
My leadership in the
networking field is well established in Tunisia as well as abroad. I have
a unique experience as Academician to develop training and research on
the Internet and as a former head of a government agency to build national
strategies and pilot projects to create know how and enable transfer of
technology . My understanding of the interplay between education and the
needs of society, particularly in the developing world, is I believe unique.
I can bring my experience to ISOC in dealing with issues related to the
Internet and developing countries, such as: Internet deployment, governance,
legal issues, training, advanced internet applications, e-commerce, e-learning,
e-government. Moreover, I can relay ISOC philosophy and message to the
developing world.
My experience with international bodies such as IFIP and ICCC as well
as UNESCO will be quite valuable for my work within the ISOC board of
trustees
.
Being trilingual (French, English and Arabic) and having lived in North
America, Europe and now in North Africa are strong assets for a better
understanding of developing countries specific needs and requirements
and moreover, to foster a constructive dialogue between the developing
and the developed countries.
My contributions will be to bring my insights and experience to the board
, help foster ISOC activities in Tunisia and throughout the region (Africa
and the Arab world). This will be done through the organization of seminars,
workshops and conferences to foster the understanding of the Internet
and its social and economic impact. I will also help launch pilot projects,
and develop show cases in order to create and build new regional know
how.
Furthermore, Tunisia
will host the 2d phase of the World summit on information society in 2005,
I could serve as a bridge between ISOC and the Organizers. I would like
to organize an ISOC workshop in Tunisia in 2005, to deal with topics related
to the world summit. Our Recommendations could then be channelled to the
Summit.
6. Time to devote
to the Board's Activities.
Being a university professor, I have quite a bit of flexibility in managing
my time. Therefore, and according to my interests and depending on the
importance of the actions to be undertaken, I'll devote the required time.
As a matter of fact I have been involved with similar activities in the
past and I have succeeded in accomplishing a great deal.
7. Funds Raising
As mentioned above,
through the organization of numerous national and international seminars,
workshops and conferences, I acquired a very good experience in fund raising.
My previous government appointments and my actual position as advisor
to the ministry of higher Education, Scientific Research and Technology,
gives me access to a network of colleagues and institutional support.
I also have a good network of former students who lead private companies
and important government institutions : such as the Internet Agency, the
Agency for IT security. I also have a good experience raising funds through
International bodies such as: UNESCO, EU, ALECSO, UNDP, the World Bank
I plan to use this experience to raise funds to foster ISOC activities
and projects in Tunisia and throughout the region.
