Richard StClair, Niue

Running for candidacy in the Chapter Elections

Richard StClair was born in San Jose California and grew up surrounded by technologies of many kinds. He fell victim to the technology bug at an early age and built his first computer in the mid 70's. Richard is a long time Ham Radio operator and a life member of the American Radio Relay League (ARRL) who has spent many years involved with emergency and disaster relief communications. He's been building radios and computer systems for a wide range of applications since the 70's and continues that personal tradition to this day. In 1992 he retired and after two years of traveling, joined the United States Peace Corps, and accepted an assignment in the South Pacific region on the Island of Niue. There he led the team that developed the computer repair and information systems department for the government of Niue along side the ISO project of the United Nations Development Program. When news of the Internet was sweeping the globe in the late 90's, he co-founded the non profit Internet Users Society Niue and developed the free Internet services that have been online in Niue since 1998 (www.niue.nu). He has since then been serving as the technical manager for the Internet Users Society Niue, and as ISP to the country of Niue. He was recently re-elected to the APTLD board, and until his term expired in March of 2005, was Chairman of the Pacific Islands Chapter of ISOC for a number of terms.

"I believe one of the most important functions of ISOC is to be a voice for the Internet users from all the chapters around the world. Currently I feel there is not enough communications between ISOC and the global Internet community, and the efficiency of that communication must be improved. As a resident and communications developer in an emerging-nation, I believe better communication between ISOC and all the chapters can help eliminate the digital divide".
