Candidates: Spencer Dawkins

What are the most important goals/priorities for ISOC?

ISOC already has specific goals, so I’m responding using a subset of the existing list (http://www.isoc.org/isoc/mission/principles/).

“development, maintenance, evolution, and dissemination of standards for the Internet and its internetworking technologies and applications;”

I agree with the primary place that ISOC gives this goal, which I might paraphrase as “keeping the IETF healthy and honest”. I’m spending most of my professional time on standardization, these days, after accepting a position with a new employer who is supporting this work, asically full-time.

“growth and evolution of the Internet architecture;”

I see this goal as critical, but I see as much need for “repair” as for “growth and evolution” - I always remember the quote that we could not deploy HTTP on today’s deployed Internet, riddled by firewalls and NATs. I’m currently actively working in Softwires and in SHIM6, with broader interests in HIP and TRILL, and want to support this ISOC goal.

“assisting technologically developing countries, areas, and peoples in implementing and evolving their Internet infrastructure and use;”

My new “IETF sponsor” is China-based. I am getting a worm’s-eye view of what the Internet looks like to China, and I do care about this goal. This past year, my sponsor also moved from “majority domestic market” in China to “majority international market” - more than half of revenues coming from outside China, and we are especially active in developing countries (serving about 80 countries so far). This goal is much higher on my list than it is on ISOCs (that’s fine, ISOC can’t focus on everything at once!), and it’s high on my sponsor’s list, too.

How do you think you can you help ISOC?

I really do have the flexibility to focus on IETF process evolution, and I care about getting it right. I understand how important it is to work under the ISOC umbrella, and serving on the ISOC board of trustees would help me tie all this together a lot more effectively.

I care about getting the IAOC through its start-up transients (especially as we break in a new IAD, get back on track with IETF scheduling, and put the technical publication function out for competitive bidding), and (again) I have the flexibility to spend time on this.

It wasn’t on my “most important goals” list above, but ISOC’s emphasis on education does matter to me. I’m currently serving on the IETF EDU team, and want to support efforts like EDU and the IETF Journal from the ISOC board. I’m currently conducting the IETF Working Group Leadership tutorial with Paul Hoffman, and care deeply about developing the next generation of standards leadership (because none of us are getting any younger!). I would take ISOC BoT acceptance of NOMCOM’s slate for IAB very seriously.

I try not to use them most of the time, but I do have two earned degrees in economics, so should be able to contribute to ISOC efforts to stave off regulation of the Internet.

Curriculum Vitae

Spencer Dawkins is currently Standards Manager at Futurewei Technologies (North American subsidiary of Huawei Technologies), in Plano, Texas, where he participates in specification work for a variety of Internet-related protocols. Previously, Spencer has served as software developer, manager, systems architect, and product planner at Nortel, Fujitsu Network Communications, Cyneta Networks, and Tektronix.

Spencer has been developing computer networking products since 1986, working in TCP/IP-related protocols since 1989, and participating in the IETF since 1996. Spencer currently serves as a General Area Review Team reviewer, conducts the IETF Overview and Working Group Leadership tutorials, and provides IESG Telechat narrative minutes. Spencer has served in the IETF as working group chair and in the General Area Directorate, and has co-authored
several RFCs.

Spencer earned his bachelors and masters degrees from the University of North Texas in Business Administration and Economic Research.
