BOARD OF TRUSTEES MEETING - SAN DIEGO  DECEMBER 9-10, 2000

REPORT OF VICE PRESIDENT - EDUCATION

1.  ACTIVITIES

            Alan Greenberg has submitted a report of the Network Training  Workshop held at Keio University near Yokohama in July 2000.  Similarly Edmundo Vitale and Ermanno Pietrosemoli have submitted a comprehensive report of the Latin American network training workshop held in Mexico City in July 2000.  Board members who are interested in either of these reports should contact me, and I will e-mail the reports to you.

            I have continued to seek funding for a training evaluation meeting in which to assess the state of Internet training for developing countries and think about the issues regarding the next round of training.  So far, funding has been identified for at most 4 people, which is not near to critical mass for such a meeting.  The Agence de la Francophonie has offered to host such a meeting at its offices in Bordeaux, which would be a good choice.  I welcome suggestions of possible sources of funds.

            I spoke at the 6th CEENET Network Training Workshop in Budapest on August 20, 2000, on "Factors Affecting the Future Evolution of the Internet."

            With David Maher, I represented the Society at the Harvard-M.I.T. e-Development meeting in Cambridge on October 19-20, 2000, and at a meeting at the Markle Foundation on November 21, 2000.  Major issues were the role of the academic, research and NGO sector in the G-8's Dot Force initiative, and Markle's interest in e-business readiness assessments for developing countries.

            I gave the keynote speech at "Tunisia Internet Week" Conference in Tunis on November 9. 2000.

Jacques Guidon and his colleagues implemented a network training workshop in Antananarivo, Madagascar during October 13-17, 2000. 

The Fall/Winter issue of OnTheInternet, traditionally the issue focusing on developing countries, contains an article, "Paving the Way for Internet-Rich Environments in Developing Countries," that contains a history of ISOC's Network Training Workshops.

2.  AGENDA

The newly restructured ISOC web site now has a specific section included for educational activities.  We hope to bring together material relating to our educational activities and organize it in a more efficient manner.

We plan to have two events at INET 2001, the Developing Countries Networking Symposium, and a restructured Network Training Workshop.

The Developing Country Network Symposium (DCNS) will be a one day event, probably occurring on Tuesday, June 5, 2001.  Oliver Popov (Macedonia) and Pierre Dandjinou (Benin) are the co-chairs for this event.  They are currently starting to structure and organize the event, and I expect to meet with Oliver in Stockholm at the end of January to work with him as needed.

Provided that funding can be obtained, there will be a Network Training Workshop in Stockholm during June 1-4, 2000.  This will be a very different kind of workshop.  It will bring together form 20 to 40 network leaders in developing countries for the purpose of receiving technical, policy and legal updates regarding the state of the Internet and its underlying technology and uses, and will provide a moderated discussion of the major issues and problems facing developing countries.  Encouraging discussions have taken place with one potential sponsor, and several others have been identified.

A Network Training Workshop (NTW) is being planned for Latin America during the week prior to INET 2001.  It will be held in Mérida, Venezuela, and will be organized by the dependable veteran team of Ermanno Pietrosemoli and Edmundo Vitali.

3.  PLANNED ACTIVITIES

            The Minister of Communications of Tunisia has expressed substantial interest working with the Internet Society to establish a regional training center in Tunis for (at least) francophone Africa.  We have obtained promises of a training room as well as use of a residence hall at the new Technology City in Tunis.  I am working with staff of the Agence Tunisienne Internet (ATI) to prepare a multi-donor project proposal for circulation to obtain the funds needed to launch the initiative.

            The Arab Towns Organization has been corresponding with the Internet Society regarding the establishment of Sustainable Internet Training Centers (SITCs) in various Arabic speaking countries.  Until now, we have not had the resources to respond, in part because the small scale of the proposals limits the leverage we perceive that we can get from any one such center.  I intend to approach the ATO soon to suggest that, rather than a scattering of small centers that would be difficult for us to support, we work toward joint establishment and support of a regional training center that could train trainers for the entire set of countries.  We believe that organizations in two countries would be actively interested in hosting such a center, but we have not discussed the proposal explicitly with either organization yet.
